The government had incentivised the locals to give up their traditional gers (yurts) and dependence on nomadic camel and sheep herding. Funds were given to build permanent buildings, and most drifted permanently into town, but still stayed seasonally "for old-time's sake". This new-ish dwelling seemed nearly abandoned, but had a perfectly fine well water and a shed of basic farming tools.
